Government – Federal, State, Territory and Local

Government has a role at every stage of the tyre product cycle which intersects with a high number of policy areas at national, state and local levels, such as:

Federal Government

The Australian Government establishes the authorising environment that governs how product stewardship works in Australia, sets targets for waste management and funds programs that work to those targets, through:

  • Hazardous Waste (Regulation of Exports and Imports) Act 1989 

  • National Product Stewardship Investment Fund  

  • National Waste Policy 2018

State and Territory Governments

State and Territory governments enact relevant federal legislation, set and enforce state-based legislation and manage waste collection and recycling infrastructure through:

  • Endorsement of TSA’s National Market Development Strategy 

  • Environment Protection agencies and authorities 

  • Sustainable Procurement policies and guides 

  • Waste collection and recycling policies and infrastructure

Local Governments

Local governments – including councils, cities, shires, towns and municipalities – play a lynchpin role in a circular economy for tyres, through:

  • co-regulation, with State environment protection agencies and authorities, of environment protection legislation 

  • community engagement and education 

  • community recycling centres 

  • land use planning and management 

  • licensing and enforcement for waste collection facilities and activities 

  • local infrastructure development, such as roads, pavements, sporting grounds 

  • natural resource management 

  • setting and enforcing local waste collection and recycling policies 

  • waste management, both on a local and regional level

Through TSA, local governments can become an accredited participants in Australia’s Tyre Product Stewardship Scheme. 

As operators of vehicles and equipment, local governments that manage their tyres responsibly can become accredited participants in the Scheme. 

This provides a tangible way of fulfilling their ESG commitments and helps them: 

  • show their rate payers they can trust that used tyres will be managed responsibly and go to productive use  

  • reduce the environmental, social and economic risks of tyres going to waste through landfill, illegal stockpiles and dumping 

  • deter rogue operators  

  • support local manufacturers to produce tyre derived material which can be used to build better roads, sporting fields and many other surfaces and products 

  • help avoid the risk of greenwashing 

  • benefit from market development activities for local business and jobs
